Why crawl spaces fail in this climate
Olympia receives on the order of 50 inches of rain a year, most of it between October and April, and the water table in much of the county rises accordingly. A vented crawl space in that environment spends half the year drawing humid air across cool surfaces — which is precisely the condition that produces condensation on joists, ducts and subfloor.
The older assumption was that venting dries a crawl space out. In a marine climate like ours it often does the opposite: summer venting pulls warm, moisture-laden outside air into a cool cavity where it condenses. That is why encapsulation — sealing and conditioning rather than venting — became the standard approach in western Washington.
How to tell whether you actually need it
Encapsulation is oversold. These signs indicate a genuine moisture problem:
- Standing water or saturated soil under the house after a wet week
- Musty odour on the first floor, strongest near floor registers or at the bottom of the stairs
- Visible mould on joists or the underside of subfloor, or white efflorescence on foundation walls
- Rusting duct straps, HVAC plenum or water heater base
- Cupping or springiness in hardwood floors above
- Insulation batts fallen out of the joist bays — usually a sign they got wet and lost adhesion
- Measured relative humidity above roughly 60% sustained through the wet season
Conversely, if the ground is dry, humidity is moderate, existing poly is intact and there is no odour, a full encapsulation may be premature. A cheap hygrometer left under the house for a week costs almost nothing and is genuinely informative.
What a complete encapsulation includes
The word covers a wide range of scopes, which is why quotes vary so much. A thorough job generally covers:
- Clear-out. Removal of debris, old fallen insulation and any contaminated material.
- Water management first. Interior perimeter drain and sump where water actually enters. Sealing a wet crawl space without handling the water traps it — this step is not optional and is the one most often cut to win a bid.
- Vapour barrier. Typically 12–20 mil reinforced liner across the floor and up the stem walls, seams taped, mechanically fastened and sealed at the perimeter. Thicker liner mainly buys puncture resistance where people will crawl.
- Vent and penetration sealing. Existing vents closed, rim joist and penetrations air-sealed.
- Conditioning. A dedicated dehumidifier draining to the sump or exterior, sized to the volume.
- Wood remediation where needed. Treating or replacing decayed framing before it is sealed behind liner.
What it costs, and what moves the number
Crawl space encapsulation in this area is usually quoted per square foot of floor area, and the spread between a basic liner job and a full system with drainage and dehumidification is wide — often a factor of three or more on the same house.
The variables that matter most:
- Whether drainage and a sump are required, or the ground is already dry
- Access — a 24-inch hatch and 30 inches of headroom costs meaningfully more in labour than a walk-in
- Existing contamination or structural wood repair found once the old insulation comes out
- Liner thickness and whether stem walls are included or only the floor
- Dehumidifier capacity, and whether it is ducted and condensate-drained properly
Because so much of the cost hinges on what is found after clear-out, ask specifically how the contractor handles discoveries: a fixed change-order rate agreed up front is far better than an open-ended allowance.
Does it improve indoor air quality?
Partly, and the common sales claim overstates it. A substantial share of the air on your first floor does originate below it, through the stack effect — the figure quoted in the industry is often around half, though it varies with construction and season. Sealing a mouldy, wet crawl space does remove a real source of spores and odour.
What encapsulation will not do is fix air quality problems that originate elsewhere in the house. If the crawl space is dry and odour-free, encapsulating it is unlikely to change what you breathe upstairs.
